The Ministry of Finance announced a revised accreditation framework for eInvoicing Service Providers on 9 October 2026. Ministerial Decision No. 168 of 2026 takes effect from 1 October 2026 and replaces Decision No. 64 of 2025 and its amendments.
What changed for service providers?
The previous pre-approval stage has been removed. Providers must complete the prescribed assessment and testing before accreditation is granted. Providers may still use third-party Peppol products or outsource elements of their service, but retain responsibility for compliance and delivery.
The announcement also describes renewal, ongoing evaluation and termination procedures. Providers with preliminary approval under the previous framework have up to 30 days from 1 October to complete the new requirements; preliminary approval is terminated if they do not meet them within that period.
What should a business check before choosing a provider?
The following is a practical procurement checklist, rather than an additional statutory requirement:
- Current status: ask for evidence of the provider’s current accreditation, rather than relying only on an older preliminary-approval statement.
- ERP integration: identify who maps invoice fields, maintains the connection and resolves rejected documents.
- Testing scope: include your actual transaction types, such as credit notes, discounts, advances and retention where relevant, in the test plan.
- Responsibilities: record who monitors exceptions, approves corrections and retains the evidence of transmission and receipt.
- Contract handover: agree support arrangements, data access and an exit process before committing to a provider.
For example, a business using an ERP should test how an invoice correction moves from the accounting system to the provider and back to the finance team. A demonstration of a standard sales invoice alone may leave its exception-handling process untested.
Keep accreditation and implementation planning separate
Checking a provider’s status is one part of readiness. Your business still needs to confirm its own applicable phase, arrange the technical work and agree internal ownership. Our October UAE deadline summary links to the FTA’s phased implementation announcement.
